Ottawa need to move faster and in a bigger way to ready Canadians for the transition to low-carbon economy, Heather Scoffield writes. Celine Bak comments that  "shareholders increasingly requiring concrete carbon plans from the companies they hold and to major investment funds diminishing or shunning fossil fuels altogether."
